The king had ordered the unknown sender of the letter, possibly the governor of Isana, to release R. from Kalhu to serve under him in Isana, but the household overseer of the governor of Kalhu did not release him. It is somewhat uncertain whether Raṣappaiu stands for a personal name or for his origin, i.e. a "man from Raṣappa". M. Luukko
