(3') The people of the cities Sukkia, Bāla (and) Abitikna conceived (lit.: “deliberated”) an evil plan [that] was to eradicate (lit.: “to tear out the root of”) (their own) land and [g]ave [the]ir word to Ursâ (Rusâ), the Urarṭian, to do obeisance (to him). 2⸢BÀD.MEŠ⸣-: Winckler’s copy has BÀD.MEŠ-ni-, but Botta’s copy and the squeeze suggest there was no trace of, or room for, a NI.

3[a]-di: P.E. Botta’s copy has <a>-di and H. Winckler’s copy a-di; the squeeze has [x]-di.

4Text no. 1 line 67 omits a-na e-peš ar-du-ti, “to do obeisance (to him).”

5Cf. text no. 7 line 57 which has ina URU.di-maš-qi u KUR.ḫat-ti, “in the city Damascus and the land Ḫatti” instead of [i]-na KUR.ḫa-at-ti ša KUR.a-mur-re-e, “[i]n the land Ḫatti (Syria) and (lit.: “of”) the land Amurru.”

6ni?-id?: P.E. Botta’s copy has no trace of the first sign and only a few traces of the second sign, which, however, could fit ID; H. Winckler’s copy has a horizontal wedge for the first sign and the same traces as Botta for the second sign; the traces on the squeeze are not clear but would seem to allow the proposed reading. For the tentative reading, see text no. 1 line 69 and CAD N/2 p. 210.

7Cf. text no. 1 line 70a.

8ANŠE: P.E. Botta’s copy has [...] ; H. Winckler’s copy does not have any trace of the sign, although he does restore it; the squeeze has only an indistinct trace.

9Line 14´: -tap-par-ma: The reading follows the squeeze and matches text no. 1 line 73. The copies by P.E. Botta and H. Winckler both have -ID-ma, which was read by Winckler and A. Fuchs (Khorsabad p. 93 line 72a) as -pur-ma. Lines 14´b–16´a: Cf. text no. 1 lines 73b–74a.

1010 GUN: Or possibly 10+<1> GUN. Text no. 73 line 21 has 11 GUN. P.E. Botta’s copy has no traces of the number, while H. Winckler’s copy has 10+[1]. The squeeze has a clear 10, but this appears to be immediately followed by the GUN.

11= lines 16´–30´ = XIV,2:1–15. See Winckler, Sar. 1 pp. 86–89 lines 43–57; Lie, Sar. lines 73–85, with p. 11 n. 14, pp. 12–13 nn. 1, 7–9, and 11, and pp. 14–15 nn. 2–4 and 6; and Fuchs, Khorsabad Annals lines 72c, 74–83, 83a–b, 84–85, and 85a. Cf. text no. 1 lines 74b–85a and text no. 2 lines 69–76+.

12[2 LIM 1] ME “[2,1]00”: The restoration is based on text no. 73 line 21.

1350: P.E. Botta’s copy has 40+[...]; H. Winckler’s copy has 50; and the squeeze currently has only indistinct traces of the number. See text no. 1 line 75. Text no.1 line 75 has ak-ṣur-ma i-na [UGU].

14ú-[rad-di] “I ... [added (them)]”: H. Winckler’s copy has ú-rad-di but the squeeze currently does not have any traces of this and P.E. Botta’s copy only has ú*(copy: KAL)-[...]. .[KUR.]-šur: Text no. 1 line 76 has UN.MEŠ KUR -šur.KI.

15-na-[a-a]: P.E. Botta’s copy has -na-, followed a gap with room for the signs a-a, while H. Winckler has -na-a-a; the squeeze just shows damage or illegible traces at this point. na-pa-di-for the purpose of separating (from Assyria)”: The restoration is based on text no. 1 line 77; text no. 43 line 28 has na-ba-di-. [ul]-tu [áš]-: Winckler’s copy has an opening square bracket before áš- but no closing bracket to match it in the remainder of the line, making it uncertain what he actually saw for the end of the line. a-na -reb URU.di-maš-qi šá KUR.MAR.TU.KI “in the city Damascus of the land Amurru”: The Display Inscription (text no. 7) line 57 has ina URU.di-maš-qi u KUR.ḫat-ti, “in the city Damascus and the land Ḫatti.”

16KUR.[ur]-ar-ṭa-a-a: P.E. Botta’s copy has KUR.<ur>-ar*(copy: RI)-ṭa-a-a; H. Winckler’s copy has KUR.[ur]-ar-ṭa-a-a; the squeeze currently has only indistinct traces. a-[na]: Winckler’s copy omits this.

17H. Winckler’s copy has an opening square bracket after KUR.zi-kir-ta-a-, but no closing bracket to match it, although it later puts square brackets around ; thus it is unclear if he saw on the squeeze any part of .GAR.KUR.MEŠ KUR.man-na-a-a. -a-[a ].GAR.[KUR.MEŠ KUR].man-na-: The spacing on Botta’ copy for this section is problematic and we should possibly read instead -a-[a .GAR.KUR].MEŠ [KUR].man-na- (with the man coming from the squeeze, not Botta’ copy).

18[mLUGAL-GI.NA] “[Sargon]”: H. Winckler’s copy does not indicate that there is anything missing between ittiya and u itti, and A. Fuchs (Khorsabad p. 96 line 80) follows that view; however, both P.E. Botta’s copy and the squeeze indicate that there is a damaged area between them that would provide sufficient room to restore Sargon’s name.

19KUR.ú-[a-ú]-: P.E. Botta’s copy would suggest there was only room to restore A, and this is what Winckler’s copy does; however, the squeeze clearly indicates there is room to restore both A and Ú (see also text no. 1 line 80). suḫ-ḫur-ti: P.E. Botta’s copy has suḫ-[x-(x)]-ti; H. Winckler’s copy has suḫ-ḫur*(copy: ḪI-[MA])-ti; and the squeeze currently has suḫ-ḫur-ti.

20Line 24´: Text no. 1 line 82 adds a-na mi-ṣir KUR -šur.KI tur-ri, “to make (that area part of) the territory of Assyria,” after KUR.man-na-a-a. qa-ti, “my hand(s)”: H. Winckler’s copy has qa-a-ti, but P.E. Botta’s copy and the squeeze have qa-ti. Lines 24´–25´a: Text no. 1 line 82 omits um-ma-na-at ... ad-ke-e-ma, “mustered the vast/numerous troops of the god Aššur.”

21H. Winckler’s copy has KUR.ú-a-<ú>-, but P.E. Botta’s copy and the squeeze indicate that the -ú- is not omitted.

22Cf. text no. 1 lines 83b–84a.

23[rap-ši?] “[wide]”: The restoration follows Fuchs, Khorsabad p. 97 line 83b, which is based on text no. 2 line 189, but there it is thought to modify Urarṭu, not the land Mannea. UGU-šu?: P.E. Botta’s copy has UGU-[x], but H. Winckler’s copy has UGU-šu*(copy: KI); the squeeze currently only has indistinct traces of a sign. -[ma (a-na)]: Although Botta’s copy would indicate that there is room to restore all three signs, it is not clear from Winckler’s copy or an examination of the squeeze that there was room for the a-na; however there also appears to be insufficient room to restore a-na at the beginning line 28´.

24[x x (x)] LU? x [x x (x)]-ma: Botta’s copy has [x x x (x x x)]-ma and Winckler’s copy has [x x (x)] KIL?-BE?-ma; the squeeze has [x x (x)] LU? x [x x x (x)]. Text no. 1 line 84 has it-ta-kil here. The LU? x might conceivably be kil-ma, but the first sign looks more like LU than KIL and there is too much space between Urarṭaya and Aššur-lē’i for just it-ta-kil-ma.

25Cf. text no. 7 line 40 and text no. 1 lines 85b–86a. The restoration at the end of the line is based on text no. 7 line 40.

26= lines 31´–45´ = XIV,10:1–15. See Winckler, Sar. Annals lines 60–73; Lie, Sar. lines 86–99; and Fuchs, Khorsabad Annals lines 85b–c, 86–94, 94a, 95–96, 96a, and 97–99. Cf. text no. 1 lines 85b–99a and text no. 2 lines +86–92a.

27Line 32´: Assuming that the whole line duplicates text no. 1 lines 86–87 and that the gap between the two parts of the line copied by P.E. Botta was longer than the copy indicates, A. Fuchs (Khorsabad p. 99 line 86 n. 3) suggests that Botta’s [...] I RI BI [...] may stand for [URU] LUGAL-ti-šú ša [...], with I for LUGAL, RI for -ti-šú, and BI for ša; see text no. 1 line 86. One might then restore: “[I overwhelmed the city Izirtu, the] royal [city] o[f the land Mannea, as with] a bird trap.” Lines 32´b–35´: The tentative restorations in the translation are based upon text no. 1 lines 86–89.

28P.E. Botta’s copy has [...] MAŠ IZ x [...], where the x would fit the beginning of ZI, and the reading -ma URU.zi- follows Fuchs, Khorsabad p. 99 line 87.

29P.E. Botta’s copy has [...] DA MA [...], and the reading proposed above is also assumed by Fuchs, Khorsabad p. 100 line 88.

30Based on text no. 7 line 56 and text no. 1 line 90 (mostly restored), we might expect in the first part of the line ša md-šur-ZU KUR.kar-al-al-a-a ma-šak-šu a-ku-uṣ-ma, “I flayed the skin from Aššur-lēʾi of the land Karalla and.” F.W. Geers (apud Olmstead, AJSL 47 [1930–31] p. 265) suggests that we read [a-na] kit-ri, [to] the aid of” immediately before UN.[MEŠ], “peop[le].”

31The reading URU.[ga]-nu-[GIŠ ...] is based on text no. 1 line 92, which has URU.ga-nu-GIŠ [x] KUR x [...]. Text no. 27, an epigraph on a relief, has URU.ga-an-gu-uḫ-tu and thus M. El-Amin (Sumer 9 [1953] p. 53) suggested URU.gu-nu-un-gu-uḫ?-[tu] for the passage in text no. 1. See already Fuchs, Khorsabad p. 101 line 92 n. 1.

32For the restoration at the beginning of the line, see text no. 7 line 58 and text no. 1 line 92 (mostly restored). The restoration at the end of the line follows text no. 1 line 93.

33[šá-a-šú a-di NÍG.ŠU É.GAL-šú a-na]: P.E. Botta’s copy would suggest that there was room for only 6–8 signs.

34For the tentative restoration URU.kar-dMAŠ.MAŠ, “Kār-Nergal,” instead of URU.kar-dMAŠ, “Kār-Ninurta,” see the on-page note to text no. 1 line 95.

35Text no. 1 line 96 has ... URU.ar-ma-an-gu ak-šu-ud-ma UGU pi-ḫa-ti-šú ..., but based upon the size of the gap on the copy, there is not sufficient room for this reading.

36Text no. 1 line 98 has ... .šu-ut-SAG-ia .EN.NAM ..., but based upon the size of the gap on the copy, there is not sufficient room for this reading.

37šá [É-m]ra-ma-tu-a: The reading assumes a larger damaged area between the šá and -ma-tu-a than is indicated on Botta’s copy, which would suggest that both the É and the masculine determinative were omitted. The translation assumes that the following line begins with KUR.ú-ri-ak-ku/ki 6 na-gi-i ak-šu-ud-ma UGU-šú-nu ú-rad-di; see text no. 1 line 99 and text no. 2 line 92.
